Fairfax, VA — March 2026 — Concept Plus proudly congratulates the Expeditionary Medical Command, Control, Communications, and Computers IT (EXMED C4IT) initiative on being named a 2026 OrangeSlices Federal Excellence Program (FXP) Honoree.
The Federal Excellence Program Award recognizes high-performing Federal programs and offices that exceed enterprise standards and deliver measurable mission impact and superior value to stakeholders. Honorees are distinguished by leadership, accountability, innovation, continuous improvement, and data-driven decision-making.
EXMED C4IT is an initiative to accelerate the development of expeditionary medical command and control technologies for the Defense Health Agency (DHA) and the Program Executive Office, Unmanned and Small Combatants (PEO USC), under the strategic direction of Program Manager, Expeditionary Missions (PMS 408). Executed through the Medical Technology Enterprise Consortium (MTEC), the effort supports mission-critical defense initiatives.
The effort supports the design and deployment of Command, Control, Communications, Computers, and IT (C4IT) capabilities to enable secure, continuous healthcare delivery for forward-deployed military units, seamlessly integrating the Joint Operational Medicine Information Systems (JOMIS)Operational Medicine Care Delivery Platform (OpMed CDP) and other components comprising the full JOMIS Healthcare Delivery suite of applications
Through coordinated stakeholder engagement, platform site visits, and access to critical government-furnished equipment, the program has enabled the accelerated design and development of the C4IT capability while aligning operational, technical, and functional requirements across multiple organizations. The resulting solution is designed to support expeditionary medical operations both afloat and ashore while providing a scalable platform for future integration of advanced data capabilities in austere and distributed environments.
The 2026 FXP Award is a sister program to Elev8 GovCon and recognizes Federal Government programs and offices that exemplify high performance, operational excellence, and measurable impact.
