Concept Plus, LLC (“Concept Plus”), a leading provider of IT modernization and digital transformation solutions for federal agencies, today announced it has been awarded a significant contract by the U.S. Army Medical Research and Development Command (USAMRDC) from the U.S. Department of Defense awarded through the Medical Technology Enterprise Consortium (MTEC) to advance mission-critical defense initiatives. Concept Plus will lead the Expeditionary Medical (EXMED) Command, Control, Communications, and Computers IT (C4IT) contract—an initiative launching in July 2025 to accelerate the development of expeditionary medical command and control technologies for the Defense Health Agency (DHA) and the Program Executive Office, Unmanned and Small Combatants (PEO USC), under the strategic direction of Program Manager, Expeditionary Missions (PMS 408).
“The EXMED initiative is set to transform digital health delivery in contested environments, enabling secure interoperability across medical command, logistics, and administrative functions,” said Joshua Temkin, VP and Chief Health Architect at Concept Plus. “It aligns with DHA’s modernization goals and empowers field medical units with agile, risk-resilient, mission-ready solutions.”The effort supports the design and deployment of two advanced Command, Control, Communications, Computers, and IT (C4IT) prototypes, featuring official Approval to Connect (ATC) to the Consolidated Afloat Networks and Enterprise Services (CANES) Network Management System and Authorization to Operate (ATO) aboard Expeditionary Fast Transport (EPF) Flight II platforms.

Key Components of the Concept Plus Solution:
- Development of secured reproducible Windows images tailored for Navy deployment
- Creation of a Zero Trust, self-contained network supporting laptops, tablets, mobile phones, monitoring devices, printers, and other key endpoints
- Use of Hyper-V and VMware virtualization to ensure secure data exchange and interoperability
- Deployment of infrastructure built on a Cisco-based backbone for reliable performance in DDIL (Disconnected, Degraded, Intermittent, and Limited) environments
