Ahmad Abuzaakouk is the Founder and Chief Executive Officer of Concept Plus, which he established in 2008. He brings deep expertise in software development, cloud modernization, Oracle enterprise systems and AI-enabled transformation.

Milad Bahrami is the President at Concept Plus. Bahrami leads company operations, delivery, and execution across all sectors, supporting Concept Plus’s continued expansion across Defense, Health, and Federal Civilian markets delivering mission essential solutions in Oracle, cloud, AI, and enterprise modernization.
Prior to joining Concept Plus, Bahrami held senior executive leadership roles at Leidos, where he served as Senior Vice President and Business Area Leader for Health Solutions, leading organizations of thousands of professionals supporting mission-critical programs across the Department of Health and Human Services (HHS), Defense Health Agency (DHA), Department of Veterans Affairs (VA), and other federal customers. In these roles, he was responsible for over $1B of P&L leadership, operational performance, growth strategy, and large-scale delivery execution.
Earlier in his career, Bahrami served as Vice President for the Health & Human Services business area at General Dynamics Information Technology (GDIT), where he led portfolio strategy, program execution, and client engagement across a broad federal health IT footprint. He also brings federal experience from leadership roles within the National Institutes of Health (NIH), Federal Drug Administration and Department of Justice where he directed enterprise systems and business intelligence initiatives.
Tom Hohman is a seasoned finance and strategy executive with extensive experience leading financial operations, growth initiatives, and mission support for government-focused technology and services firms. He has served as Chief Financial Officer and senior leader across organizations including Cognosante, IntelliBridge, and Trowbridge & Trowbridge, where he oversaw financial strategy, infrastructure maturity, acquisitions, and scalable growth.
His areas of expertise include corporate finance, M&A integration, financial planning & analysis, and operational transformation in the federal civilian, defense, and intelligence markets.
Tom’s leadership helps clients achieve mission success by ensuring strong financial stewardship, aligning resources with strategic goals, and enabling disciplined growth that supports sustainable delivery. Gary Sofo is the SVP and General Manager for the Health and Federal Civilian Sector at Concept Plus, where he leads strategy, growth initiatives, and operational performance across a mission‑critical portfolio. He oversees revenue growth, customer satisfaction, and delivery excellence for federal health and civilian clients, drawing on deep expertise in program management, IT strategy, and enterprise modernization. Before joining Concept Plus, Gary served as Executive Vice President and a founder of Qbase Federal/FinchAI, where he advanced major technology initiatives and strengthened enterprise IT capabilities.
Gary’s leadership is centered on delivering measurable mission impact, operational resilience, and long‑term value. Known for pairing strategic vision with hands‑on execution, he drives innovation in highly regulated environments and helps clients navigate complex transformation challenges. He is adept at building and scaling high‑performing federal IT organizations, mentoring emerging leaders, and fostering cultures of accountability, collaboration, and continuous improvement.
Michele Bond serves as the DoW/National Security General Manager and SVP at Concept Plus. In this capacity, she oversees mission-driven growth strategy, defense and national security portfolios, operations, and client delivery execution.
With over 25 years of experience in federal contracting and business management, Michele’s expertise encompasses strategic planning, program execution, business development, and organizational transformation across defense, health, and civilian markets.
Under her leadership, Michele has driven the expansion of service offerings, strengthened execution frameworks, and enabled scalable delivery on major government contracts, all contributing to clients achieving mission success through aligned strategy and operational excellence.

As a seasoned executive, Michele takes pride in building high-performing teams and advancing enterprise solutions. Her previous senior roles include positions at Emagine IT, ASRC Federal, and Data Networks Corporation.
Michelle Silva serves as the Director of Human Resources at Concept Plus, collaborating with executive leadership to devise people strategies that foster growth, engagement, and long-term organizational success. With over 12 years of experience in Human Resources and People & Culture, she is proficient in workforce planning, organizational design, career development, total rewards, performance management, and promoting a robust, inclusive culture.

Yazan Ramahi is the Vice President of Engineering at Concept Plus, LLC, where he leads software engineering, technical strategy, and delivery excellence across mission-critical solutions for federal clients. He is also responsible for directing the company’s corporate governance and compliance initiatives, including ISO, CMMI, CMMC, and related quality and security frameworks.
With deep expertise in enterprise software development, agile delivery, and systems integration, Yazan ensures solutions are scalable, secure, and compliant. He has a strong track record of building high-performing engineering teams, strengthening development standards, and improving delivery efficiency.
His leadership enables clients to achieve mission success by reducing technical and compliance risk while accelerating modernization outcomes. Willis Vann serves as Vice President of Proposal Operations at Concept Plus, where he leads the company’s enterprise proposal strategy and delivery to support sustained growth across the federal marketplace. He is responsible for building and scaling Concept Plus’s Proposal Center of Excellence (PCoE), aligning business development, capture, solutioning, pricing, and proposal execution into a unified and disciplined growth engine.
With nearly two decades of experience supporting federal agencies and government contractors, Willis specializes in proposal strategy, growth operations, and modernizing proposal development through strong governance, data-driven decision making, and AI-enabled tools. At Concept Plus, he is leading initiatives that strengthen proposal operations, improve collaboration across growth teams, and implement scalable processes that increase win probability and operational effectiveness.

Theron Johnson serves as Chief Technology Officer at Concept Plus, where he sets the company’s technical vision and drives innovation across all service areas. He leads enterprise solution architecture, product development, and advanced consulting services, helping clients achieve mission success through modern, secure, and scalable technologies. Under his leadership, the CTO organization has strengthened strategic partnerships with Oracle and other leading software vendors, while expanding capabilities in cloud hosting and managed services, cloud integration and migration, SaaS implementations, automated testing, edge computing, and artificial intelligence.
Theron leads a multidisciplinary team of architects, engineers, developers, and subject matter experts who deliver cutting-edge solutions and foster technical excellence through training programs, whitepapers, Lunch N’ Learn sessions, and the annual IT Summit highlighting emerging technologies and best practices.
With over 30 years of enterprise IT experience, Theron previously served as Vice President and Chief of Operations and Technology at US Information Technologies, where he advanced Oracle-based solutions and expanded Department of Defense engagements. Earlier, as Senior Technical Director at Oracle, he supported growth across DoD and healthcare consulting through solution architecture, presales support, project leadership, and mentoring technical talent.
Mike Quinnelly is Vice President of Healthcare Professional Services at Concept Plus. For the past 11 years he has led the company’s largest project, TRICARE Claims Review Services, and managed our Wisconsin-based satellite office. From previous positions as an Air Force Medical Service officer, Oracle executive director, and Omnicare senior director, he brings extensive knowledge and expertise in federal government healthcare, business development, project management, contracting, information systems, and product development.
Under his leadership, Concept Plus has strengthened its relationship with federal government healthcare agencies, as well as small business partners, and achieved exponential growth. He is most proud of the work his team is doing to help DHA and military members control healthcare costs.
Mr. Quinnelly holds an MBA from Texas A&M University where he has had an active role in the University’s Business School mentorship program for many years.
Joshua M. Temkin is a distinguished Senior Executive and Chief Technologist with over 25 years of experience leading organizations and driving technical change, innovation, and novel solutions across the DHA, VA, FDA, and NIH . At Concept Plus, he serves a Chief Architect overseeing the Healthcare Solutioning and Operational Medicine practices, bringing deep mission knowledge and end-to-end technical authority to the federal health market.
He holds an MBA in Management and Technology and an MS in Computer Science from Rensselaer Polytechnic Institute, as well as a BS in Biology and Computer Science from Tufts University . A graduate of the GE Information Technology Training Program, he completed elite corporate training in project leadership, software quality, and effective presentation .
As a prolific innovator and Chief Architect, Temkin has secured nine issued US patents—including seven primary patents for wearable data devices and structured compression—and has authored numerous peer-reviewed publications in bioinformatics and imaging . He has served as a Chief Engineer, CTO, and Chief Architect across multiple organizations, scaling and positioning small businesses to win work on mission critical systems . He is a recognized technical leader within the Defense Health Agency, renowned for rescuing troubled programs most recently re-architecting the MHS Genesis Theater solution to operate in austere, disconnected, and low-bandwidth environments .
Greg Turner leads operational strategy, client delivery excellence, and growth across health and civilian government portfolios. He brings extensive experience in the execution of federal healthcare programs, cross-functional operations leadership, and transformational delivery. Greg combines his former clinical experience as a Trauma/ER RN with 20+ years of blending business and IT to drive high-value solutions.
Greg’s expertise spans operational design, process optimization, performance management, and mission alignment to ensure high-impact outcomes for complex government initiatives. He has led key programs such as the Defense Health Agency, Veterans Affairs, Centers for Medicare & Medicaid Services, Health and Human Services, National Institute of Health, and the Social Security Administration that strengthened delivery frameworks and elevated customer satisfaction, enabling clients to modernize services and achieve success with measurable results. Greg’s leadership emphasizes strategic execution, collaborative problem-solving, and sustainable operational performance across health and civilian markets.

Douglas Walker is the Vice President of Operations for the DoW and National Security Sector at Concept Plus, where he leads mission execution, operational strategy, and delivery excellence across complex DoW and national security programs.
A results-driven operations executive, Douglas brings more than 20 years of project and system lifecycle leadership, supported by over four decades of continuous U.S. Air Force mission support—including 30 years of active-duty service. His expertise spans systems engineering, IT development and integration, data analytics, cybersecurity, and strategic consulting for DoW, DHS, DOJ, and other federal agencies.
Douglas directs multiple high-impact programs supporting the DoW and U.S. Air Force, driving modernization of critical systems, strengthening governance, and building high-performing teams. His leadership enables clients to translate complex operational requirements into measurable mission outcomes, reinforcing Concept Plus’s commitment to Change with Purpose.
