Concept Plus is proud to announce that its Individual Longitudinal Exposure Record (ILER) team has received a 2026 Service to the Citizen® Award for its work advancing access to critical military exposure information for Service Members, Veterans, healthcare providers, epidemiologists, and benefits adjudicators.
Concept Plus was recognized on the vendor side in Category 2: Delivering Excellence in Digital Services for its work supporting and modernizing ILER. The system brings together military exposure information to support healthcare and benefits decisions throughout and beyond a Service Member’s military career.
Today, ILER supports more than 12.5 million Service Members and Veterans and maintains 99.92% system availability. The system now processes approximately 130,000 transactions each day and 2.5 million transactions each month, reflecting the scale and continued growth of a capability relied upon across the military health community.
The 2026 awards also recognize the broader government-industry partnership supporting ILER. The DHA ILER Program Office received recognition on the Government side, including Larry Vandergrift and CDR Raben Talvo. Mr. Steven Jones, a DHA Government leader and sponsor of the ILER program, was also honored with the 2026 Service to the Citizen® Lifetime Achievement Award for his leadership and contributions to public service.
These recognitions reflect the collaboration among Government and industry professionals who have worked to strengthen ILER and expand access to military exposure information. For the Concept Plus team, the award recognizes the technical expertise, mission knowledge, and continued commitment required to support a secure, reliable capability at scale.
