Raymond brings 20 years of experience in government contracting, federal health IT, and critical infrastructure, with a proven track record of leading large-scale programs, driving growth, and delivering mission-critical solutions for federal customers. Raymond joins Concept Plus from Leidos, where he most recently served as Senior Vice President of Military Health Systems. In this role, he oversaw a Department of War Health IT portfolio exceeding $500 million annually, with responsibility for execution, growth, strategy, customer engagement, and people leadership. During his tenure at Leidos, Raymond led the $4.3 billion MHS GENESIS deployment on the Defense Healthcare Management System Modernization program through completion, delivering the program on time and within budget across 3,200 locations worldwide before transitioning it to operations and sustainment.
Raymond previously held leadership roles within Leidos’ energy business, where he helped grow the company’s energy delivery portfolio into one of the largest in the country. Under his leadership, the organization scaled from approximately 300 to 1,500 employees. Raymond holds a Master of Science and Bachelor of Science in Electrical Engineering from Michigan Technological University. He also serves on the Executive Board of the American Red Cross, Greater Washington DC Chapter.
As Senior Vice President, Health & Civil Sector, Raymond will lead growth and delivery across Concept Plus’ federal health and civilian portfolio, with a focus on expanding the company’s footprint within existing accounts and into new agencies. Raymond’s appointment reflects Concept Plus’ continued investment in strengthening its leadership team and expanding its ability to deliver innovative, mission-focused solutions across the federal health and civilian markets.
