The Core Challenge
The Air Force needed to modernize a mission critical war planning and logistics feasibility system without impacting global operational availability. The legacy application carried heavy technical debt, security vulnerabilities, and relied on an aging Oracle Forms architecture, and Internet Explorer. At the same time, planners around the world depended on it for sortie feasibility analysis, War Reserve Materiel visibility, and cost and shortfall assessments. The challenge was to modernize at classified scale, improve cybersecurity, sustain nonstop operational support, and accelerate delivery simultaneously.
Concept Plus’ Specific Roles
Concept Plus served as the Air Force’s modernization and delivery partner, rebuilding LOGFAC as a fully cloud native capability in AWS Cloud One at both IL4 (Unclassified/NIPR) and IL6 (Classified/SIPR) levels. Our team led the transformation across DevSecOps, application refactoring, automation, and security remediation. We refactored 156 Oracle Forms and reports into modern, industry-standard technologies and architectures to deliver a browser agnostic web application and remove legacy
dependencies. We built and sustained CI/CD pipelines and other Infrastructure as Code, resolved 416 STIG findings, kept the classified environment fully operational, and met 100 percent of contract requirements while maintaining mission continuity. We also integrated comprehensive automated security and quality scanning to the CI/CD Pipeline, with Zero Trust architecture supporting Multi-Factor Authentication (MFA), Least Privilege Role-Based Access Controls (RBAC) and thorough audit logging. Concept Plus provided core capabilities including IA/cyber expertise, systems administration, business analysis, and developer support to protect velocity and operational stability.

Concept Plus delivered exceptional value by combining innovation, automation, and disciplined engineering:
- Built the custom LOGFAC Code Generator, turning months of refactoring work into minutes and autoproducing documentation and test scaffolding.
- Operated LOGFAC fully cloud native in AWS with realtime telemetry, CI/CD automation, and data driven visibility for Government stakeholders.
- Achieved a shift left quality model using automated testing (including Playwright End to End (E2E) tests) that resolved 90% of coding errors before UAT, exceeding Air Force requirements
- Designed and maintained the Repair & Adapt (RnA) translation layer, enabling modernization without invasive database schema changes and automatically correcting data anomalies.
- Successfully modernized while sustaining uninterrupted operations, even backfilling critical DevSecOps roles with no cost or schedule impact to the Government.
- Achieved zero CAT I and II findings at the time of ATO.
Mission Impact
LOGFAC now delivers reliable, decision-quality logistics feasibility assessment at classified scale, supporting planners across HAF, MAJCOM, and units worldwide. It provides authoritative War Reserve Materiel visibility, sustains war planning operations continuously, and enables accurate cost and shortfall analysis for contingency and operational plans. The modernization effort improved system reliability, security posture, and user experience, while automation and AI-enabled tools significantly increased delivery speed and operational resilience. Without LOGFAC, the Air Force would not have a single, authoritative way to assess logistics feasibility and readiness at the enterprise level, which is essential for effective mission planning and execution. These innovations made LOGFAC not just a modernized system, but an enterprise integrator built for speed, resilience, and securit.
